The Ghetto

President Johnson appointed the special Advisory Commission on Civil Disorders in 1967 to investigate the origins of the riots and to recommend measures to prevent such disasters in the future.

In what is known as the Kerner Commission, they reported, in stark, clear language,

"What white americans have never fully understood - but what the Negro can never forget - is that white society is deeply implicated in the ghetto. White institutions created it, white institutions maintained it, and white society condones it."
